4 local teams to set up clean energy systems for vulnerable communities under round 2 of PR-ERF

Up to $365 million investment from the US Department of Energy (DOE) will fund solar and storage systems for community healthcare facilities as well as public and private housing properties in Puerto Rico. The DOE anticipates deployment of projects across around 150 facilities or properties with this funding.
The department has selected 4 local teams to install solar and storage systems for healthcare facilities, as well as common areas within public housing and privately owned subsidized multi-family properties in this unincorporated territory under the US government.
Led by the Puerto Rico Public Housing Administration, one of the 4 teams will negotiate an award of up to $83.2 million, and the other led by Dynamic Solar Solutions will negotiate for up to $107.3 million to install clean energy systems for multi-family housing properties.
For the community healthcare facilities, the Hispanic Federation-led team will negotiate an award of up to $58.3 million, and the other led by Dynamic Solar Solutions will negotiate for up to $116.2 million. Solar and storage systems to be installed by the teams under this funding will come up at federally qualified healthcare centers, dialysis centers, and diagnostic and treatment centers in underserved and vulnerable communities.
“Solar and battery storage is critical to this strategy, and thanks to the innovative Programa de Comunidades Resilientes, families will have expanded access to critical services and reliable electricity when and where they need it most,” said US Secretary of Energy, Jennifer M. Granholm.
The DOE is funding this initiative under its $1 billion Puerto Rico Energy Resilience Fund (PR-ERF) through which it aims to drive key investments in renewable energy infrastructure for vulnerable communities.
This is the 2nd funding round under PR-ERF. Under the 1st round concluded in November 2023, the DOE awarded $400 million to Generac Power Systems, Sunnova Energy Corporation, and Sunrun to build rooftop solar and storage systems for vulnerable households here (see Solar Energy Resilience Funding For Puerto Rico).
Puerto Rico targets to achieve 100% renewable energy powered status by 2050, which the US National Renewable Energy Laboratory (NREL) believes is achievable with utility-scale PV alone (see 100% Renewable Energy Goal For Puerto Rico Achievable).
