Turkey Officially Announced To Extend the KKDIK Registration Deadlines

On December 23, 2023, Turkey officially announced to extend the KKDIK registration deadline of December 31, 2023, by up to seven years, between 2026 and 2030 depending on the tonnage band and the hazard classification. Earlier in November, a draft text proposed to gradually extend the KKDIK registration deadlines was submitted to the NGO.

According to the revised Regulation, the registration deadlines are revised as following:

(1) The deadline for registration for substances that meet the following conditions is December 31, 2026:

  • Substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 1000 tonnes or more;
  • Substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 100 tonnes or more, and that are within the Aquatic Acute 1 and Aquatic Chronic 1 (H400, H410) hazard categories according to the Regulation on the Classification, Labelling, and Packaging of Substances and Mixtures (the SEA regulation); and
  • Substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 1 tonne or more, and that are within the Carcinogenic, Mutagenic, and Reprotoxic Category 1A and 1B hazard categories according to the SEA regulation.

(2) For substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 100 tonnes or more, the deadline for registration is December 31, 2028.

(3) For substances manufactured or imported in their own form or in a mixture or in goods in an annual amount of 1 tonne or more, the deadline for registration is December 31, 2030.

So far, plenty of substances under KKDIK still do not have lead registrants or have not been formally registered. Under the original registration deadline, these substances could not be exported to Turkey. But the registration deadline has now been extended, which undoubtedly eases the registration burden for enterprises. Enterprises can still export their products to Turkey with their pre-registration number before the new deadlines.
